About Project Shibuya

Project Shibuya is a Personal VTuber Oshi/Favorite VTubers List made by Roon. It aims to provide a curated list of VTubers who actively aim to have friendly community at all times.Original began at November 30, 2024 as Azurite Alliance, it has expanded as a huge oshi/favorite list. Project Shibuya aims to provide list of VTubers with friendly community space, who meets criteria and requirements located in Code of Conduct. However, not everyone is being added, and only a uniquely talented VTubers are added into this list.Please note that this project is not affiliated with any of the third-parties added into the list. This is just a hobby of Roon, and always will be.

Criteria

These criteria are mandatory to be considered for addition. However starting with February 2026, the oshi list has been greatly reduced and will most likely be slowly added rather than being added with batch.This criteria applies to VTubers added after May 2026.

  • The VTuber's activity timezone must be within GMT+7 ~ GMT+10.

  • The active time must be within 9AM~10PM (GMT+9).

  • The supported language is Indonesia, Tagalog, English, Japanese.

  • Must be active frequently (At least one stream per week). Taking a break is fine, unless there is a valid reason for it.

  • The external embed feature must be enabled, for Holodex and Twitchtheater.tv support. Here's how you can do this.

  • Must be active for 3 months since debut. (e.g. If VTuber's debut date is April 22 2026, they become eligible on July 22 2026)

  • Must adhere to Code of Conduct (The full list are located below)

Code of Conduct

Here is the Code of Conduct, which also acts as the requirements and criterias to be added into Project Shibuya Oshi/Favorite VTubers list.Please note that any violation of code of conduct may be disqualifed from being listed as Oshi/VTuber List and may be removed if Code of Conduct is not followed.Additionally, not all of the VTubers are added into the list even the criteria meets.   • Be nice, friendly, welcoming to your viewers - We want the friendly community at all times.

  • Do not be too obsessed - Know your border between you and your viewers.(e.g. asking to DM people without valid reason for first joining peoples)

  • Keep the rules simple, understandable and clearly stated. The following example of rules that could be unnecessary, vague, disturbing existing viewers are strictly forbidden:

  • "refrain from doing the things that XX asked you to stop doing"

  • "No trauma dumping"

  • "Please refrain from posting comments such as leaving, or late comment"

  • "Please refrain from skipping school or work"

  • “Please do not do things that I asked you not to do”

  • Discrimination of the viewer's gender, age, language to prevent the participation of Live Chat (e.g. English only, Japanese only, 18+ Only, Gender only, etc.) are strictly forbidden.

  • However, there is exception if the platform's Terms of Services forbids the underage (less than 18) to register.

  • Moderators(Excluding other VTubers with Moderator permission) must NOT excessively engage to enforce rules/common sense in live chat.

  • Abuse of moderation power is not tolerated, and should be only used when really necessary. Threatening viewers with a ban during stream (including Live Chat and such) are strictly forbidden.

  • Unarchiving your streams without valid reason is strongly discouraged.

  • Do not misuse pinned messages to restate rules or to remind others of basic common sense or etiquette unnecessarily. This also includes pinning message inside the stream to remind unnecessarily.
